Toronto rarely seems to be innovative when it comes to urban revitalization. But, if we have to be followers, let's try to at least copy the best that's out there.
New York's High Line comes to mind as a good example. It is "...a public park built on an historic freight rail line elevated above the streets on Manhattan’s West Side."
Now we have the potential to have our own 5-km long Green Line that would pass through The Annex.
Let's hope we don't blow it, or bog it down with endless bureaucracy.
