Traffic Tie Up on Bloor

I just passed The Pump on Bloor and the sidewalk in front of it is blocked off. Workers are all over Bloor Street and have blocked off one lane of traffic.

The concrete/dirt is dug up and people are doing some kind of watermain work, it seems, though I'm just guessing.
Whatever it is, the sidewalk is closed and traffic is snarled.
